These pictures show how boaters at Carter Lake respect the no wake zone in the eastern portion of the lake. Easy! Just ignore it... The boat was going through an open water channel and not breaking ice, so speed would not need to be a factor.
Suspicions are that these guys were not recreational boaters, but were there for some evaluative purpose.
Apparently, as determined later, the group was from the Iowa Department of Natural Resources and the lake restoration project office, and the buoys indicating the no wake zone were being moved. So it was government officials ignoring their own rules.
